This one is easy :-) Whenever you want to go. My wife and I went a year ago on our 20th anniversary. You can get snorkel gear at Snorkel Bob's for something like $10 for a week (maybe not that much even). It is always very mild though you may want a jacket if you visit the Grand Canyon of the Pacific.

This island gets the most rain out of all of the islands....Kauai is not very busy so you don't have to worry about crowds. I went this last July and it was absolute beauty! Make sure you go to the blow hole!!! There is awesome snorkeling there too...and if you go with some snorkel groups you can even see sea turtles during some tides (they sleep and feed in that area). It is the most spectacular experience!
