I heard that a bill has to be signed by the President within 10 days for it to be legally a law. is this true?

If this is true, then the President left the Military Commisions Act unsigned for 18 days. Does this mean that this act is NOT legal?

Yes. If Congress is in session 10 days (not counting Sundays) after it is passed and it hasn't been signed, it becomes law. If Congress adjourns before the 10 days are over, the bill dies. That's called a pocket veto.

The President has authority to veto a bill within a limited amount of time. I forgot how long!
