You need to be either the administrator OR have access to a local account that is in the local administrator group. (Or domain) However, if you where you won't be asking this question.
But what do you mean by access user account? If you want to see their files and you are not an administrator?
Simple:
1. Remove the hard drive of the computer in question and slave it to another computer. Then Browse to the users profile folder. ?:\Documents and Settings\user-name

If you are the admin then you can probably change their passwords, log in as them, then log out later on. but then they might figure out that you changed their passwords
