A typical cheap quartz watch gains or loses 1 second per day. That being the case, if I take a quartz watch from a batch of many, then at least one of them will be 100% bang-on accurate - the sort of accuracy aficionados will pay a fortune for. Is this possible and what are the chances?

Meant to say, that all quartz watches vary by up to + or - 1 second so that means in a box of cheapo watches some will be +1, another +0.7 another +0.2 so can there be one that will be +/-0 seconds

Sorry, but your premis is not correct.
There are an infinite number of possibilities between 0 and 100%...so only if you assemble an infinite number of watches could you assume one would be 'bang-on'...and 'many' is nowhere near an infinite number.

One quartz movement should be just as accurate as another. The difference in price usually isn't precision, it's in the accoutrements like materials and name brand. I recently purchased a dvd recorder and was surprised at how inaccurate the clock is. I have to reset it every week! So, you can't take for granted that all movements are quartz, although in this day and age, they should be.

There is nothing just right on. N.A.S.A. Cesium clock was at best 1 second in 1*10^15 And even they will be a second off in a year or so. It is adjusted Once in a while the wwv is adjusted to bring it into sync with the planets rotation.

I got a " Bulona Motion Quartz" No battery Divers watch with a Luminar night vision compass and depth reader. it cost about $200. Stainless steel strap too.
