Depending on what software you have.....
Photoshop allows you to 'optimize' pictures--it takes up 'less space'
And as others have mentioned, resizing the picture will help.
Changing the color palette will sometimes help too, b&w vs color.

if u r having files more than 400k
u can download acdsee software it can automatically compress files to make not more than 400k the options u choose
if u want to make files not more than 200k it will make them

Open it in you editing software and reduce the actual image size.

you can also try cropping it eg have only the foreground cut off the background.
