Tights and flats...the knee highs may look skanky (slutty) and are best worn over jeans or with a longer skirt...

depends on the occasion, flats for everyday more casual and knee high boots for more formal occasions

i would say with tights and somevery nice sexy pumps but personally i would just dump the city shorts right along with flip flops.
