Because it will dissolve any polar solute. When that term originated, it did not really take into account nonpolar solvents like oils, but it is still a useful term. Water is an extremely effective solvent used all over the world.

Because it dissolves more substances than any other solvent. Of course it is not really "universal" because it doesn't dissolve everything. Thank goodness!

partly correct if its an universal solvent the gases in the atmosphere would have been dissolved....
u would have suffocated........
its only used as a solvent of few compounds
