ireland has a free economy, as all demecratic nations. as a whole people decide what they do for a living based upon their own wants and abilities... of course, the market itself is a kind of dynamic entity that controls itself in many ways...

the only way for the government to lead it in a direction they find preferable is to make special refulations that will favor some econimical traits, and discourage others... like laws that regulate maximum work hours, or minimum wages, taxes, job protection... which they constantly do, but usually with limited effect on the whole thing

In a free market economy, goods & services come from whomever is ambitious enough to start and continue a company. ( also of course, the natural resources of the area will have an effect for example: coal, oil or mineral deposits; land that will support crops or animals: or attractive tourists features to name a few )
Government officials can create loan programs to encourage businesses the community feels are important or create certain tax free or reduced tax zones to encourage businesses to locate there if employment is low or they want more revenue in the area.
