The Mexican government has historically been very corrupt. It is getting better. There is still a great deal of difficulty in bridging the huge economic gap between poor and the wealthy. There is still a great deal of corruption in governmental departments and offices. One of President Fox’s most important reforms was the passage and implementation of Freedom of Information (FOIA) laws. These laws are a cornerstone in Mexico’s fight against corruption.
I don't know if you are asking how to encourage people to leave the US or Mexico.

If you want them to leave Mexico, there is little need for encouragement. Over 1,000,000 Mexicans legally cross the border into the US every day. Estimates of illegal crossings are variable. Economic reasons are the most pertinent reason for coming to the US in either case.

If you want them to leave the US, then greater economic incentives in Mexico are needed for the people. There also has to be huge reforms in local government agencies. The US has attempted to do this through the 2,600 U.S. companies which have operations there. The U.S. also accounts for 55% of all foreign direct investment in Mexico. It is also very important to help Mexico develop a strong infrastructure. Corruption and drug trafficking are probably the most discouraging items to keeping the Mexican people happy and prosperous in Mexico.

Mexico's government is definitely one of the more corrupt governments in the Western hemisphere. As far as encouraging people to leave?......they do.....about 3 million a year or hadn't you heard about the problem of illegal immigration?

Theirs is probably just slightly more corrupt than ours. Encourage people to leave? I don't think so. Other nations need to hold them accountable for their economy or we should make them the 51st state.
