I short, you can't with Dreamweaver alone.

The bulk of a forum is server-side. Dreamweaver doesn't offer much in the way of server-side stuff, for that you'll need to use something like PHP or ASP.

It's up to your web site host to prove the php to make a forum or bulletin board. Yahoo! web hosting has the tools to build a forum and reader feedback and comments.
