they shoot at us soldiers with snipers.
they seem to always attack then hide.
so r they smart or cowards?

Smart or cowards? Yes.

Some of them are, but consider how many have trained to be suicide bombers and how few actually strap one on and go find some people to kill. Sounds like a lot, but there were several hundred suicide bomb vests uncovered stored in a school (great place for them, we arrest a teenager for leaving a hunting rifle in his truck for afterschool shooting and yet Saddam gets a pass for storing body bombs in Iraqi schools). Read of the 9/11 hijackers and other terrorists, how they had to screw up their resolve before hand--whether that was a nagging doubt of the value of their sacrifice, smart speaking up, or a honestly wise display of cowardice, or perhaps both at play, I don't know.

Bravery is taking down as many of your enemies as you can even when you know it kills you, smart is doing it so the enemy doesn't escape your attack. Cowardice is standing behind women and children to shield you from your enemy. Smart is knowing that your enemy greatly hates having to shoot through women and children to get at the bad guys hiding behind them. Bravery is running between the bomber and an innocent person on the street the bomber is going to kill, shielding the innocent from the blast. Cowardice is dressing like a cop or common person in order to sneak a bomb in to kill innocent people when you haven't the skill or nerve to attack your enemy. Smart is knowing that you can take down your enemy when he tries to rush between you (the bomber) and the innocent person on the street that you are going to blow up.

Either way, they are dispicable..

well, they're not dumb...crazy...but not dumb. deception is a key element in the art of war, so it doesn't surprise me that they would use these( your list above ) stealthy tactics.
