In addition to numerous Arab countries (taxation is frowned upon under Islamic law), western ones include Monaco and a host of others (Isle of Man, Channel Islands, Ireland, the United Kingdom, Cyprus, Luxembourg, Switzerland) where *depending on the type of income you earn*, what entity the income comes from, and your domicile status, you can have 100% tax-free income.

If you're an American, however, this doesn't solve your problem. Americans are taxed on their world-wide income. If you end up paying no tax to your host country, you may still owe tax back home, especially if you are a high-earner or wealthy.
