Firstly, if his degree is from an English Speaking institution, you could just ask to see his original degree certificate (or transcript if there are particular areas that you want to make sure they know about) and cross reference the personal details with a passport/drivers licence.
Second, if the degree was in a foreign language, they can get a British Council certified translation. You can also contact an organisation called NARIC (national recognition information centre) which gives equivalence guidelines for most international qualifications.
Third, if they are from abroad you could check if they are a member of the local RIBA equivalent.

presuming it is an English qualification, each one issued is given a unique identification number. you must ask to see the original certificate (for verification), make a copy (for you records) and contact the awarding body for confirmation of the same.
photocopies of awards are inadmissible! you need to see the original!
on the other hand, depending on how long this person has been out of education, you can actually contact the place of study where s/he obtained the degree to determine whether s/he studied on the course and the grade they obtained!

Proof is not enough. A friend of mine made a fake degree using computer software. It looked 100% real. Maybe you could check with the University?

Ask to see his certificates and you can also check with the university he says he graduated from. If in doubt dont employ him as dodgy architecture can be potentially dangerous.

Ask him for proof or perhaps you could check with their previous employer? If it's a recognised qualification, the awarding body should have proof so you could contact them - but they might charge.
