I dint know about the real happening of Donkey, carrot Story.
But in India, a similar technique is used to move Bulls in circles in order to Extract various Oils.
The Bag of food is tied in such a way that the Bull has to move forward to get a morsel of It and then the bag gets more further.. Thus the bull keeps moving and the Bull being tied to a Grinding mortar, helps in Oil Extraction.
Any way its a very good Example to show how man is fooled to work day and night, for Material Happiness... But he keeps moving and the happiness also keeps moving further... People think after i get to college I will be happy... After I get a Job I will be happy .. After I get a wife I will be happy.. After I get lot of money I will be happy... After i become President of America I will be happy... But this Happiness just keeps moving further..

It doesn't relate to a carrot on a stick.
It relates to the difference between a carrot and a stick.
There are two ways to get a donkey to move. One is to beat it with a stick, and the other is to hold a carrot on front of it so that it walks towards the carrot.
This idiom is used to discuss the difference between motivating someone by punishment, or motivation someon by incentives.

Not that you are fooling them, they just figure if they keep walking they will get to it.
It is like elephants.
They tie their leg up for awhile so they stay in one spot .
Eventually they do not have to tie the elephant anymore because he just figures he CAN'T go
