The workers are often illegals, and the restaurant owner also provides safe housing for them. You can put 20 in an averaged size four bedroom house.
The ones I knew in California got NO pay. Only tips. But my friend was bringing in tax free about $2000 a month; 6 day weeks, 12 hour days, but when you take that money back to Malaysia, it buys you a house and a business to support the rest of the family. They live simply, and save, save save. think of five years of saving? More than an average person makes in a lifetime in SE area.
The same with cruise ships. Ridiculous hours, small pay, good tips, no place to spend the money. In five years they quit and move back home. Have a business.

They take advantage of their own people, whom they try to keep ignorant (do not encourage them to learn English so they can continue to make money off them since they do not know their rights or the laws governing work hours and wages) and many are also here illegally and most are here trying to pay back others many thousands of dollars for getting them here, and many times they also live in overcrowded apartments OWNED by their employers who charge them stupid fees, too. That's just another form of "slavery" like in the illegal sweat-shops...but even though it is common knowledge even to the police, no one cares... and the same thing happens with the Hispanics that come here illegally, too... and no one cares... but everyone takes advantage by short-changing them, over-charging them, over-working them and paying them less than they'd have to pay Americans or legal citizens... and now even the government is putting the squeeze on them... the same government that gives the super rich and powerful tax breaks and incentives and these super rich still send jobs overseas, displacing Americans and sending the jobs to where these "illegals" come from so they can pay still less for longer work weeks and pay women less and pay children a few dollars a week while they all toil in substandard conditions that promote unhealthy and unsanitary conditions! Only in America.
The super rich and powerful, restaurant owners, hotel owners, motel owners, cruise ship management... they ALL cheat their workers! A friend of mine from college was almost killed when she spoke in ENGLISH demanding her pay at the end of her tour, and they were suprised that she even spoke English and the threats were made to "silence" her... she took her money but almost didn't get home! Luckily, her boyfriend was waiting with a car and he was not alone... her brother-in-law and sister (all police officers in a Spanish-speaking country) managed to get her off the pier safely. She was too frightened to bring up charges or tell anyone and the local authorities also told her to KEEP QUIET or it would get many others fired from their jobs! What do you think?

Because it is a habit. They did it before they go to western countries. They are just cheap and that is the bottom line.

because they are used to paying very little to their workers form where they came from since they had overpopulation
