That would be a difficult measurement. Do you mean open harassment based on race ?
I was raised in TX (small town) 30 years ago it was bad.
I live in NV now (huge city) where it seems the tables are even now. Blacks and Whites and Mexicans and Asians are bigoted toward one another. I find I have more difficulty with blacks though. I am Irish. I married a black man. They really seem to hate me.

Is there a US state that has the highest? All states have some form of racism. There's probably know real way to determine which state is higher. Maybe the question is why is there racism? We are all the same underneath aren't we?
