How can you tell - cost. Filtering costs money & I don't know of any public fountains which cost anything :)

No, water from public fountains is not filtered or purified - if you want that you'd be best to buy a bottle of water (or your own water purifier)

If your tongue turns green or just falls off....I'd guess that it's just tap water...
