Dont think Singapore can find that kind of pricing, but you can try south bridge road(carpenter st) that stretch of wholesale shops for accessories or can go to bugis village level 2 there is this shop that say earring at $2 each or 3 for $5...
If you manage to find any place that sell under $1 do keep me inform too...=)
