It would help if you posted the code you are using (change address information for your own privacy).
Is it possible it is being sent but caught by the recipient's spam filters? Try sending to a few different users to see.
Where does the output string come from? As I recall MAIL in PHP returns a TRUE/FALSE, so it is possible that the return message is in error.

Try sending mail to several addresses in different domains and see if some messages do arrive. If some do and some don't, the problem is not on your side; receiving servers block you... If none arrives, the problem is with you somewhere...

has to be some little setting somewhere...it's happened to me before....I suggest deleting the mail account and then put it in again.
