It could be shocks/struts, or a tire issue. If it is shocks/struts, it will most often happen after you hit a bump in the road, and the car can rock front to back or side to side, or a combination of the two. An easy way to check is to push down on the corner of the car hard and then release (I usually push down on the bumper with my foot, but if it is an older car make sure the bumper is mounted securely first). Then watch how many times the car bounces up and down. The car should go down, up past normal height, and then down to normal height (with maybe a slight bobble), unless it is a luxury car like a Cadillac or Lincoln, in which case it may bounce slightly longer (they are designed with cushier suspensions for more of a "floating" feeling while driving). Repeat the process at each corner. If any corner bounces longer (or if several do), you probably have bad shocks or struts at those corners. If it is a tire issue, it will be a lot more constant, such as all the time, or always at certain speeds. I would determine the cause and have it fixed as soon as possible, because either way it will effect the handling of the car and can make it a lot harder to do things like make a sharp turn (like when someone pulls out in front of you without warning and you try to avoid hitting them). I am having exactly the same problem with my Mitsubishi Pajero after damaging my tire 3 months back. I have changed the tires now and did the alignment but the problem still exists. it rolls from side to side, sometimes rear end feels skid, steering wheel feels funny and lose and feels under steering while turning.

my cousins car did that. i think it was the sway bar. we would be going up the e-way and hit a small bump and it would feel like we were in a boat also. and it was the sway bar

From your description it sounds as if you have one or more separated tires. Look at the tread and see if some of it is shaped like a "S"

no i think you just need alignment, which is fixing the axles. This could only be done at a mechanic shop and it costs from 70-100 dollars.
