salesman told me that the offer wasn't to good because the response on the monitor was16ms, vs the 8ms on the new ones ....so what is the difference and how can affect the performance of a computer ?

The response is important if youre playing video games or movies where there is a lot of moving around on the screen. A slow response time will look like blurred motion.

Responce time means the time taken by the pixels on the lcd monitor to switch between on and off.

the lower responce time = better performance of graphics.

there are 2 types of respones times. white to white or gray to gray. its simply means the times taken to changes from white to black and back to white or a shade of gray to another shade of gray, though most real world apps are shades of gray so its more accurate.
the shorter the response times, the less u will experience ghosting, which is crucial for playing fast paced games.
