unfortunately breeding tiny animals often hurts the animal itself... stunted by poor nutrition often...
the tiny moms often have severe problems with delivery - many foals are born dead, some mares die while giving birth or owners chose to sacrifice the mom and keep the foal...the small ones life spans are shorter (the worlds smallest dog died at age 2 because of problems due to being tiny)
