Yes. As long as there is sufficient air flow for it to operate.

Yes, but as the others have stated, you need air flow to dissipate heat from condenser for system to cool. Below ground level but not underground. eg. walkout basement or patio. Also you may want to install an oil trap in the refrigerant lines.

Yes it can, but the Condensor, outdoor unit most have air to cool itself, and disperse heat picked up inside.
