No, this information is not available to the public. You would have to get in touch with the police, or you're service provider-these are the only people who are able to track a mobile number. I doubt that they would divulge this information to you though.

A friend had the same problem. with some really explicit texts. I called the number and left a message stating that "the obsene texts would be passed to the police". Within 5 minutes she had text back and sad that it would stop. It was someone that she knew. Good luck

No website, but if you goto your service provider I'm sure they will be able to block the texts from that number for you!
