Go to another computer and create a "Windows startup disk" (from "Control panel" double click the "Add/Remove programs" icon, click the "Startup disk" tab, insert a formatted diskette in the floppy drive then click the "Create disk..." button. After the disk is ready, put the floppy in your computer's floppy drive and restart the computer. Enter the BIOS setup program and set the floppy drive as the primary booting device. Save the settings and restart the computer again and choose to start your computer with CD-ROM support. After the computer has started and you see the "A:\>" prompt, insert the "Windows '98" disk in the optical drive then type "E:\setup" (without quotes and replacind "E" with the drive-letter of your CD-ROM drive) and press "Enter". The installing program should start and you should be able to install "Windows".
If you want, you can format the disk you have "Windows" on before starting to install again "Windows", but be sure you backed-up all the data you need from that drive.

I have a computer with windows 98. Windows Explorer and Internet Explorer are very closely related so that waht is good for one is often good for the other.
One idea that will not do any harm, is easy to do and may do some good is.
Start, Programs, Accessories, System Tools, System Information, Tools, Internet Explorer Repair Tool, Pick the 'gentlest' option, Repair Internet Explorer.
You may have to be in safe mode to be able to do this. See one of the other answers for that.

You need another Windows 98 machine with msvcrt.dll, copy that file over in safe mode.
To enter safe mode, Hold F8 after you restart your computer.
You may be able to download the file from www.drivers.com as well.

when it boots up, go into safe-mode, when in safe-mode go into task manager click on applications, click on the new task button, then type 'explorer'. if it doesnt work reinstall windows, and if no luck, get a new computer.
