They have smaller lungs and everything. I asked this question earlier, but I got two answers.
1. Are you sure they can?
2. [Link to a website about how far they can dive/how long they can hold their breath.]
According to that website, they can dive some 180 feet and hold their breaths for 18 minutes, which is the record held by the emperor penguin. Either way, I still don't know how they can do it.
