Other than some arcane rules in some states regarding the Rule against Perpetutities (in trusts) and Squatters Rights (law of adverse possession; but see also http://www.latimes.com/news/local/la-me-squatters19oct19,0,7732229.story?coll=la-home-headlines ), your remedy is an action for nuisance. You maybe able to get the city or country to do your work for you. Even to clean up the lot at the expense of the owner.

no, but there usually are laws that require a property owner to take care of the property

if the property is inside the city limits, the city can send notice to the owner to mow and/or cleanup the lot by a certain date. if it isn't done, then the city can have it done and bill the owner.

No, they do not need to sell it, but they are responsible for keeping the garbage off of it and the grass cut.

No law requiring them to sell, but they can be required to clean it up. On the other hand, they might require the city to protect them from illegal dumping.
