There is a Language Series book, which can teach languages in various languages. It is by Balaji Publications. The book could be "Learn Hindi in 30 days" (either in English or Tamil medium). When I bought it (for Kannada Language), it cost Rs. 20/- (about 4 years back). However, even today, it wouldn't be too expensive. Try it.

Thereafter, you need to speak in Hindi with some of your friends or relatives (who know Hindi), and watch some Hindi Programs as well. Start with watching advertisements, both in Hindi as well as in Tamil, and then compare the words.

These days you can learn how to speak Hindi over the internet. Check out this online course, it's voted as the best Hindi online course of all time: http://www.rocketlearner.com/hindi The course is very easy to follow, I was able to learn Hindi in just 3 months.

I live in New York City, I wanted to go to a Hindi language teacher but that would have cost me over $800 per month. Good thing with this internet, $800 it's a lot of money for me.
