(1) 3a-3b/a-b = 3(a-b)/a-b = 3
(2) 2x-4y/4y-2x = 2(x-2y) / -2(x-2y) = 2/-2 = -1
(3) 6a-3b/8a-4b = 3(2a-b) / 4(2a-b) = 3/4 = 0.75
(4) 8xy-4z/3z-6xy = 4(2xy-z) / -3(2xy-z) = 4/-3 = - 0.75
Basically the method is to identify the common factor in the numerator and denominator and remove that from both sides to get your answer.

Factor the common factors out of the numerators and denominators of each fraction. In some cases, you'll want to factor out a negative factor. This is the same effect as factoring out a positive factor, but it flips the order of the two terms.
Thus:
3(a-b)/(a-b) = 3
2(x - 2y)/( -2(x - 2y) ) = -1
3(2a - b)/( 4(2a - b) ) = 3/4
4( 2xy - z )/( -3( 2xy - z ) ) = -4/3

find the like terms
1) (a-b) from both top & bottom yields 3
2) (x-y) and (y-x) differ by a factor of -1 factor out 2(x-y) and denominator to negative....(x-2y) / (x+2y)
3) like terms are (2a-b) ... yields 3/4
4) (z-2xy) (2xy-z) by -1 .... 4/3
