It's of Latin origin. An arbiter was a kind of judge who could settle disputes without any written laws to go by, he was empowered to do whatever he wanted to do, and didn't need anyone else's input, and there was no appeal.

An arbitrary decision is one that is made without the necessity of justification, logic, or agreement of the affected parties.

Example: Your parents say you have to be home by 10pm. You ask why. They say "because I say so."
