A Public IP Address is a globally unique number that identifies a device on the Internet. If you want someone on the Internet to connect to you, then you must tell them your public address. Also known as your “real” or “external” address.
Private IP Addresses are typically assigned to devices on a LAN (Local Area Network) and are not used outside the LAN. These IP addresses are typically used where you have multiple computers all sharing the same Internet connection.
To access the Internet, a computer or VoIP device must have an IP address. So what do you do if your ISP (Internet Service Provider) has provided you with only 1 IP address but you have more than 1 device that requires Internet access? You give each of the devices a Private IP Address. A router makes the different addresses work by performing Network Address Translation.

A Public IP is an IP hosted by your ISP, whereas a Private IP is a locally hosted IP. For example, most home network contain the IP syntax of 192.168.1.XXX, whereas a Public IP would never be in those ranges. Most home Public IPs are dynamically assigned to you as well so that IP will change periodically, while business usually have Static IPs and can be referenced without having to worry of change of IP.

Private ip's are the ip that can not be accessed by every one,ie they are execively owned by an organization,only the user of that organisation has the access to this ip's.
Range of private IP address are
class A 10.0.0.1 to 10.255.255.254
class B 172.16.0.1 to 172.31.255.254
class C 192.0.0.1 to 192.255.255.254
excluding ips are public ip's.

A public IP address is routable on the Internet. Private IP addresses are not routable on the Internet.
The following are private IP ranges:
10.0.0.1 - 10.255.255.254
169.254.0.1 - 169.254.255.254 (APIPA range, but still private)
172.16.0.1 - 172.31.255.254
192.168.0.1 - 192.168.255.254
Private IP addresses are used to reduce the demand for IP addresses on the internet. Anyone may use a private IP address anywhere they wish to do so.
Public IP addresses must be assigned to the user or organization using them, either by delegation or direct assignment.
To connect a host or network using private IP addresses to the Internet, you must use Network Address Translation (NAT).
