Does a country has to be democratic and stable to develop? NO. Just because you have this idealogy in your world, does not mean it also should exist in Africa.

Africa is in mess most part of it, because you have there "leaders", often educated in the West, and hired by the West, and working for the West, and being their puppet, and making Africa what it is today. Exploiting their natural resources RIGHT NOW. Remember the LAST DIAMOND SELL?,, Yea, what costs MILLIONS in Western cities are cheap labored in Africa by poor Africans working for a private government owned industries. Africans MUST OVER THROW all their current puppet regimes and UNITE for their own sake. Just like they did in Somalia. I RATHER HAVE NO GOVERNMENT AT ALL, than a stupid puppet supporting me to screw my people and country.
