Consider that each side "owns" only one corner post. That makes 9 unique posts per side and 9 x 4 = 36. A drawing is good but logic is better when paper and pencil are not handy.

You have to take the corners into consideration.
Say, 10 on the left, 10 on the right (parallel) and 8 at the top and bottom (to account for the 2 on each side already there). That's 36.

The easiest way to solve this problem is to draw a picture.
OR
Without the corner posts each side has 8 posts. (4*8=32)
Then add the 4 corner posts (32+4=36)
