The "civil law" is distinguished from the "common law", the first being the law of France and most of the non-English-speaking world, the second that of England and most of the English-speaking world (except a couple of countries that have Roman Dutch law, like South Africa and Belize).

A few places -- former condominiums and jointly-administered territories -- have characteristics of both systems, as do Puerto Rico, Québec, Louisiana and Cameroons.

So I'm left befuddled as to the import of your question.
