13 yots = 1 blot
17 blots = 1 snop
if the answer would be (17 * 23)* 13 = 5083 yots in 23 snops
However if you meant
13 yots = 1 blot
17 yots = 1 snop
the answer would be 391 as staed elsewhere

Each snop contains 17 yots. 23 snops =23x17= 391 yots.
