Do you have software that allow you to create CDs? Windows XP does have the ability to create CD by simply drag and dropping files to a CD and then writing (burning) to a CD.

What CD writing software are you using? First try to write one sample CD using XP built in writing software. If it doesnt try writing with other software like NERO. If it also doenst work looks like some software or hardware problem. If its a software problem like some XP functions dont work, may be you have a spyware or trojan. Scan your system with good anti-spy programme. If it doesn't help, you may need to format and reinstall XP again. Beyond all these probable issues, there may be hardware problem in the CD writer and you may have to get it fixed or buy a new one and fix into the PC. Good Luck.

A software issue; Windows XP has built-in CD writing capability and Microsoft would like you to think Windows along is all you need to write, but any Windows prior to XP has no built-in writing, you've got to install Nero or similar software and follow their way of burning CD.
