my guess is that you cannot see them at night....kids are smaller than adults and harder to spot

A. I've never heard this mentioned anywhere else as a fact or problem afflicting the UK.
B. If it is a fact maybe your best bet to find a answer to your question would be to check your source. Since it's a fact, someone must have taken the time to compile the data that led to this conclusion. That someone may have during the course of their research come across the reason behind the phenomenon.
C. Kids that get run over are usually in the middle of play, and unsupervised. I've never heard that this is a problem limited to any specific race, creed or color. If i was Chinese would a driver be better able to avoid hitting me if i ran into the street unexpectedly because of my skin color? You also never said the study was done at night but since you said kids, i'm thinking this is taking place in the daytime. That eliminates half of the answers you already have. Good Luck

I didn't know this but I suppose its because they aren't as visible..I know when I`m driving people in dark clothing are hard to spot...I believe one winter there was actually a campaign on TV about wearing something bright at night so drivers could see you more easily...

because they are harder to see. They are small and their darker skin tone can camoflage them. plus they are fast.
