Are the lights in a cold area, Garage, basement? Is so floursents will flicker till the ballast warms up, If not it's more then likely the bulbs, the lack of premeasured gas in the bulbs will cause them to start/stop/start/stop (flicker) try relacing the bulbs first

Commonly Starter or tube.
Just try to swap with your other lighting to identify cause.
