The previous respondent is correct, we do not have the same capabilities as some species for regenerating tissue.
That is not to say that we will never have the ability to regrow organs and limbs. There is a lot of research being done on why some species can generate limbs and how we can gain the capability. At the very least such a capability may allow damaged hearts to repair themselves.

Because when there severed, all nerves, tissues, muscles and whatnot that are around the limb have been destoyed. Therefore, they don't have the capacity to produce new cells that would in turn produce an entire limb. It's impossible for a human to do that because our bodies don't have a quick healing or cell 're-producing' factor in our make-up.

The cells (Stem cells) needed to grow limbs are only in our bodies during pregnancy. With all this stem cell research, it won't be too long before we will be able to grow new body parts

Because our DNA does not in any way or manner resemble that of a lizard, whose tails can regenerate if it falls off. It might be possible in the future however as foetal stem cell research has been able to 'grow' ears, vital organs, and other such likes.

Maybe some day they will.

There may yet be a medical breakthrough which will alter cells and direct them to grow back limbs on command.

Even God can not re grow a severed limb !!! Just ask the religious fraternity if they can point to a documented case of such a miracle ?

if there is damage to a bone that will grow back as it has something to grow from/to but with amputation there is no bone to grow to/from. Plus when a crack does repair it is generally not 100% and further injuries can occour so if a leg for example was to grow back if would probably be very unstable and inujure very easily

What yours don't....

Our bodies shut off that area so we don't die and humans are fragile and very complex. If you look at the complexity of just healing a one inch deep cut and the amount of time that takes, then multiply it by the dimensions of the area to regrow it would take years. That whole time you would be susceptible to infection and pain and ect...

You need stem cells to do this. Lizards that when they lose a tail the cells around the injury turn back into stem-cells and regrow a new tail.

we are not genetically gifted with this ability. New bone and muscle cannot grow (although you can develop the muscle you have got) just as new tendons and ligaments do not grow either
