Hoi An's beach/river-bank are actually pretty clean, so you could get cheap (zero-cost) accommodation there easily, no reservation required.

GO to hostelworld.com ansd search for Vietnam COuntry, HOi An City. You'll be able to find several places.
They are hostels so be aware of the privacy you will have when living in those areas.
Hostelworld or Hostelling International(HI abbre.) are good sources for low-budget travellers.
HI is also a good source for you to look for any other international places. Highly recommend.
Ive been travelling and HI were the best places I could afford and enjoy my stays.

" nguyen phuong hotel ", 6 ba trieu street, about $7 tv clean modern bath, fan. there are a few hotels in that area about the same price.. but its a "nice neighborhood" lots of upscale hotels too. about1 kilometer north of the "old japanese bridge"[ off hai ba trung street].
