As an American, I can only speak to Bush's approval ratings. Using some back-of-the-envelope math, it's easy to figure out. First, let's make a couple assumptions. Let's assume that at any given time, you can find 1 in 5 people who will approve or disapprove of the President whether he commits a rape or cures cancer. That puts his realistic range of approval somewhere (roughly) between 20% and 80% If you assume that Bush starts off with 48% of the country against him based on Kerry's votes and 51% in favor, that puts a bit of a cap on how high his numbers can get anyway. Of the 51% who would be at least somewhat biased towards Bush (I mean, they did cast votes for him), you have to think that with Iraq perceived as unwinnable at the moment, N. Korea and Iran looking scary, the economy not performing well for the average Joe, and a variety of scandals that have occured in the last 6-12 months, that will peel off anywhere from 20-40% of his SUPPORTERS. Out of 51%, that leaves you with approval ratings of 30-40% approval, which is roughly where we stand today, and have stood for many months now. Using the range I mentioned earlier, you can create a relatively fair grade scale for how he's doing based on these numbers. 20-29=F, 30-39=D, 40-49=C, 50-59=B, 60-65=A, 65+=A+

With his current NBC/WSJ poll at 38% approval, America is grading the President at a D+. I would say that is roughly the grade most fair-minded Americans would assign him in any case. Below average, but not the worst possible.

Polls and approval ratings are meaningless Truman had 28% approval during the Korean war yet he is considered one of our top President The 1st Bush had over a 90 % approval rating after the first gulf war yet he lost to a unknown at the time (Clinton) so don't put too much so don't put too much stock into approval ratings they are merely snapshots in time.

Bush and Blair are low in approval ratings because people perceived that their decisions in invading Iraq was erroneous considering that no weapons of mass destruction were found.

Approval ratings are meaningless considering that they reelected George Walker Bush. America was STUPID. They should had voted Libertarian.
