Do Australia need to ratify within 28 days or Australia immediately assumes all obligations associated with it??

Australia will be binded in any international convention that it signed since contracts are obligatory and enforceable.

They don't have to ratify it. but they are obliged to, but there is no international police that will come and fine them if they don't.
