Well there's really no such thing as an amateur poker tournament you pay to enter, lol. But at your local casino they will have a bunch of tournament options for players who are non pros and want to play a tournament. I know Foxwoods runs a 40 dollar tournament. You might be able to find cheaper ones in Vegas and Atlantic City casinos but it varies. 40 is a pretty good bet in Casinos in terms of having a decent prize pool.

There are some places that run low entry tournaments for prizes which I guess would be closer to an amateur tournament.

If you want to play online, http://www.fulltiltpoker.com/?aff=3425&code=?=0&ext= has a bunch of very low entry fee tournaments (under 6 dollars) for all sorts of games, Hold Em, Omaha, Stud, Razz, Hi/Lo, HORSE, etc. They also run a bunch of freerolls.
