Is this perhaps a reference to the National ID card legislation that is circulated every so often? It would be conceivable that if some form of that legislation passed, that we could all have an ID card with our identifying information in it similar to a credit or debit card. It's possible that could pass, and that if you were required to swipe it in very many places then you could be tracked. Chips in our bodies is a bit much, but the same end goals of having the chip in your body have already been considered by some in high places. We'll see.

I know a guy that was chipped when was a little kid; his mom was paid to allow an "experiment". It's in his head, an you can see the reflection of it through the center of his pupil. Sounds crazy, but I saw it with my own eyes, and he told me that's what it was....
