The American city should be a collection of communities where every member has a right to belong. It should be a place where every man feels safe on his streets and in the house of his friends. It should be a place where each individual's dignity and self-respect is strengthened by the respect and affection of his neighbors. It would be nice. I believe it has been strove for, for all the millenia man has come together to live in groups. It has never quite been fully achieved and probably never will ultimately come to fruition. There has always been the criminal element, the intolerant, the power hungry, those that think they know what is best for everyone else. Although I think that as society evolves, the number of these individuals can be reduced, I don't think we will ever completely be without them.

Nothing is what it 'should be', these days :
...In the present-day situation where merely might is right, respect is diagnosed as a dumb emotion displayed only by mental retards, money is rated the All-mighty Power, and corruption has become life itself, even that US President, from the past, would have voiced a different opinion now !

I think it's great in theory, but people just don't behave in a way that is beneficial for all, only themselves. We could police people to death to make them behave, but that would violate our freedoms. People are screwed up. Sorry, reality has overtaken my psyche.
