Subic Bay and Olongapo city..thats the safest place you can stay at this time and speed boats are available in Manila bay area to get there in less than an hour. Avoid the south unless you bring along a bulletproof vest.
Frankly, I would prefer Subic Bay area if I were you. Hotels and restos are good.Need anything? Just ask anybody and you'll get assistance. Need a ride? Just call a tricycle and he'll take you anywhere you want as long as you have the dough.You'll feel at home and enjoy your stay Im sure.

Beaches + Parties = B O R A C A Y!!
(restos, shopping, night life, water sports name it Boracay has it!)
That is if you plan to get away from Manila...I'm sure it will be worth it.

There's a reason why Filipinos are the happiest people in Asia. In fact, there are many reasons! If you'll plan to go to a beach, a must-go is our very own Boracay, it's an islang near the province of Aklan and it's south in Manila. But if you don't want to take a plane just to experience beaches in the Philippines, try going south of Manila to places like Batangas and Laguna. Beaches/ladies - Palawan, Puerto Galera, Cebu, Bohol, Boracay. As for the shopping, restos...well, Mall of Asia has a lot to offer.

im not quite familair with manila but i guess the others gave out great ideas about it...im here in CEBU and there also nice places here for beaches and restos to party.

A good bar to go to in Manila is in Ermita, on Mabini Street. At the L.A. Cafe, there are lots of foreigners and you can talk with some guys who have local experience, and meet some nice ladies also, in a relaxed atmosphere.

subic, zambales, batangas or puerto galera are near manila just a 2-3 hrs drive by car..about the night life, there's greenbelt 2 & 3, most bars and bistros are located there.. if u wanna go shopping, u can go to sm mall of asia, megamall, and glorietta

beaches near manila would be on batangas or puerto galera on mindoro. restos, bistros, bars there's alot on tinog and malate. for shopping heres the megamall, mall of asia, market market, glorietta, robinsons galleria. hopes this helps
