If you're a fan and up to episode five, you know that there's some seedy stuff going on. The Robert Hawkins character looks to be a survivalist, and says he was a cop in St Louis, but you know he's just got there before the bombs and has a LOT of high tech electronic equipment, and his MO makes him look very shady.
Jake Green, the Mayor's son, on the other hand, has not been straight with anyone in town at all except Mom, who apparently knows but isn't telling. Not only did he go to San Diego for something (military? government?) for a while, but Robert Hawkins has a big interest in him and found out tonight (through his shady setup) that his passport has been flagged by someone (but we really don't know whom)
What do you think about this whole mess? What the hell is going on with both characters?

I believe both Jake and Hawkins are survivalist-types from a group with profound funding and resources. I don't think they're involved with the explosions, nor are they "from" the government (though both probably had government/military training). Jake's shock at the detonation over Denver (and the reason for the car crash) leads me to believe Jake did NOT know these explosions were going to occur. Jake will probably turn out to be a defector from the group Hawkins is involved with, hence, his "flagged" passport (meaning the US Government considers him a "suspected terrorist"). Jake probably knew SOMETHING was brewing, but not exactly what, so he returned to Jericho.
As for how such a group could be well-funded with hi-tech resources, consider the possibility of some group like the Mormons developing a nationwide or even worldwide network of member-survivalists preparing for the likely-to-happen scenario seen in Jericho. The Mormons are more often than not well-off, and if even a small portion of the Church's hundreds of billions of dollars of assets were funnelled to this network, you'd see people like Hawkins with his satellite Internet, armored laptop, and cache of M-16s.

I think they are both "good" guys. I agree with the CIA for Hawkins and I was thinking Navy Seals for Jake but this week made it sound like he had been in trouble and had a record. I dont know if you can get into the seals with a record. I think the CIA knew an attack was coming, (we do have early warning systems so why didnt anyone know?) but the government kept it quiet so as not to cause panic. Jake has obviously had some kind of training but who knows what it will turn out to be.

I think it has something to do with the russians and I think jake and robert Hawkins are both good guys and there is something to do with the cia as well . Jakes's passport has been flagged by someone.

I always thought that it was just because he was going on missions in different hotspots. They probably wouldn't be carrying a wallet or anything, so they needed some way to identify people if needed. We learned in the first episode that he did go to a military school, so it could have come from that, too.
