I was wondering if anyone can give me info on how to change a persons identity?

To do it legally, you have to go to court and pay.

well, if all you're referring to is a legal name change, you need to contact your local county court. there is probably paperwork and a fee involved. although they'll allow a name change, your social security number will still be the same.
after you get you name change (you already know this, but i'll mention it anyway), you'll have the task of notifiying all parties who deal with accounts under your old name, ie. credit cards, loans, banks/credit unions, your employer and so forth

You can, but it is illegal.

No one gets another SS number and you cannot use someone else's SS number.

You can only if you get special permission due to an identity theft of yourself. And that all has to be proven that it was not you doing the transactions on your report.
