Have your friend go to a doc & get a check-up.
It's difficult to diagnose her symptoms without proper testing.
If she is in her 70's, it might be her heart. There usually is a reason why a person's ankles swell & recede.

She may have to much sodium in her system making her retain water.
Retaining water is probably the cause so really the person should drink a lot of water, it will make the person urinate more and get rid of some of it. You can also take water pills and things to help get rid of it, but it will probably keep her in the bathroom quite a bit.
Other things can cause it though, like diabetes and other diseases, really she should probably be seen by a doctor just in case!

Short answer: Retaining water.
Caused by - congestive heart failure, diabetes, too much salt intake, obesity, arthritus, gout, and a few more I don't know about.
I take it, this is a general question? She is 70, so pregnancy should not be an issue.
Also the same list for men - except pregnancy, of course ;={D

Sounds liek water retention. A lot of older people will get this by eating too much salt, a new medication, gout, diabetes, or not much activity. Either way, this could have significance if it becomes an everyday thing. If it constant, i would recommend discussing this with a physician.

lack of movement... sitting lots for instance... can cause fluid to gravitate downward and collect around the ankles... generally the swelling goes down when movement is resumed...
I am sure that there are other reasons but I know that one to be true
