I would think it is... but my brother says that the "loop" part will lose it's "loopiness" and it could develop mildew.

yes, it is still functional. it would be best for you to dry it out completely once it is not in the rain or underwater anymore, so it would keep its proper form.

Yes, velcro is still functional when wet / under water no matter how long its been there. As long as there weren't any soaps or detergents in the water. And make sure to not scrub the "soft" side of the 2 halves, cuz then the "loopy" part won't catch on as well. Oh yea....mildew will develop only after its been exposed to air (and if it was sitting wet in a dark & damp place like a drawer or cupboard). But if you just shake it out and leave it facing the sun in an airy spot, nothing will happen. :)

Sure it is, my Wetsuits all have velcro somewhere and it all works, even after 7 years. Trick is gotta rinse the saltwater off after use. Everything will fail over time, but just wash it and stay happy. If you over use the Velcro, it will loose some Grab, but stiff brush the fabric part up and it is like new, but like all things, test before applying.

Home Depot sells heavy duty Velcro strips for severe conditions, including rain. I'd imagine that they'd work underwater.

I saw them two days ago, sold on cards near the checkouts and the power tool department.

Sure is!! that's what my swimming trunks have for a zipper and pocket buttons. I have had those shorts for about seven years and the velcro is still in excellent condition.....
